Dear Sir Miles,
I append hereto, for your information, a copy
of a letter, concerning the proposed Customs Agreement
with Hongkong, which I sent to Stephenson (the Customs
Secretary in London) yesterday.
I may mention that the Governor designate has
expressed a desire to see me in Hongkong as soon as
possible after his arrival in the Colony, and I intend,
therefore, to go South next month and get into contact
with him in connection with the Agreement.
I trust that
misunderstanding on the subject will be removed and that
a settlement of the question will result otherwise the
Customs will be compelled to take independent action and
establish something very like a Preventive blockade.
